WHAT'S IN A NAME
A Belief in the Commonwealth.
Commonwealth represents more than the place where the firm was founded. It reflects a belief that people and organizations can hold different priorities, perspectives, experiences, and interests while still sharing communities, institutions, challenges, consequences, and a future.
Effective strategy does not require pretending those differences disappear. It requires understanding them.
Commonwealth Strategic looks for the places where interests intersect, where relationships can create understanding, and where different perspectives can contribute to productive paths forward. The firm's name reflects a belief that difference and common purpose are not mutually exclusive.
We do not have to see everything the same way to build something together.
Difference does not make connection impossible. Often, it makes connection more important.
THE EVOLUTION
Building on Experience. Creating Something More.
The roots of Commonwealth Strategic trace back to the early career of its founder and principal, Mary-Grace Allen, whose path in government relations was shaped in part by the mentorship of her father-in-law, James “Jitter” Allen, an accomplished Kentucky lobbyist who gave her the opportunity to enter the profession while she was still completing her education.
Over time, Mary-Grace assumed leadership of his established government-relations practice, becoming its principal and carrying forward relationships and institutional knowledge developed over years of work in Kentucky public policy.
But her own practice was also evolving.
Traditional legislative and executive advocacy remained important, but Mary-Grace increasingly saw that complex client challenges rarely fit neatly within the boundaries of traditional lobbying. Effective strategy requires understanding public opinion, engaging people beyond the Capitol, building coalitions, connecting organizations with shared interests, identifying unexpected allies, and understanding the relationships surrounding an issue.
In 2023, as her work expanded into grassroots advocacy and broader strategic engagement, Mary-Grace founded Commonwealth Strategic Research & Consulting, LLC to create a practice capable of bringing those disciplines together.
Following her father-in-law's death later that year, his government-relations practice became part of Commonwealth Strategic.
The result is a firm that respects the value of experience and established relationships while deliberately looking beyond the traditional boundaries of government relations.

FOUNDER & PRINCIPAL
Mary-Grace Allen
Understanding the landscape begins with understanding the people within it.
Mary-Grace Allen is the founder and principal of Commonwealth Strategic Research & Consulting, LLC, where she advises clients at the intersection of people, politics, and policy.
A Kentucky attorney and experienced government relations professional, Allen has represented interests ranging from Fortune 500 companies to organizations navigating complex legislative, regulatory, and public affairs environments. Her work spans legislative and executive advocacy, strategic consulting, grassroots engagement, coalition building, and stakeholder strategy, with experience engaging and building productive relationships with elected officials, policymakers, and government leaders across the local, state, and federal levels.
Her approach combines rigorous analysis with an uncommon understanding of people and relationships. Drawing on connections built across Kentucky and experience spanning rural communities, corporate environments, and the halls of Frankfort, Allen is particularly skilled at understanding differing perspectives, identifying shared interests, and recognizing strategic connections others may overlook.
Allen graduated magna cum laude from both the University of Kentucky and the University of Louisville Brandeis School of Law, where her studies focused on public policy and legislative drafting. Through Commonwealth Strategic, she brings together research, strategy, advocacy, and relationship intelligence to help clients understand complex environments, build meaningful connections, and advance their interests.
The most valuable connections begin with understanding people.
CURIOSITY BEFORE ASSUMPTION
We ask questions before prescribing answers.
DISCRETION
Trust and confidentiality are fundamental to consequential work.
STRATEGIC DISCIPLINE
Every tactic should serve an objective.
WHAT CLIENTS CAN EXPECT
Thoughtful Counsel. Meaningful Relationships. Purposeful Strategy.
CANDOR
Good strategy requires an honest assessment of circumstances, opportunities, and obstacles.
MEANINGFUL RELATIONSHIPS
People are more than names on a stakeholder list. Understanding them creates better strategy.
FOLLOW-THROUGH
Credibility is built through consistency over time.
AN INSTITUTIONAL PRINCIPLE
Nonpartisan by Design.
Commonwealth Strategic is independent of political parties and partisan ideology. The firm's responsibility is to understand the environment surrounding a client's objective and provide informed, effective counsel—not to filter every issue through a predetermined political lens.
Nonpartisanship does not mean ignoring political realities or pretending meaningful disagreements do not exist. It means approaching those realities with the discipline to listen, evaluate the facts, understand competing interests, identify opportunities for productive engagement, and pursue clients' legitimate objectives without allegiance to partisan convention.
We work across political, organizational, professional, and ideological lines because effective strategy requires understanding perspectives that may differ from our own.
We don't begin with a side.
We begin with the facts, the people, the relationships, and the objective.
Understanding before assumption. Strategy before ideology.
